There’s been some big fines levied against spam kings. I wouldn’t dare try to advise you other than to contact a lawyer.
A lot of people get unwanted emails and sort through them rather quickly, so, your email, not being from a known source, could be just deleted without having been read. Also, filters may block your emails from even getting to the intended targets.
Seek out a lawyer who has knowledge in this area.

I use a code that works on my hosting service (however I dont have access to the bounced reports and other important features). Now I will like to offer my program as a service to small businesses which might be interested on email marketing.
Where can I hire a mail server that allows me to send bulk mail and keep the earnings.
*This business model is used in a greater scale by other websites (icontact.com or aweber.com for instance).

You’ll need to write the code you need. As far as a mail server, run your own. An SMTP server is trivial. The problem is finding a provider so depraved that they’ll let you do mass spamming. (The internet would be about 3 times as fast as it is if all mass spamming were eliminated – it’s the majority of internet traffic.)
